Only restart account and core when needed

Description
We need to control that if the user didn't change anything in the GUI but hit the OK button, we shouldn't do anything.
There is no potential issue about this, but for example, when account is changed both (account and core) are restarted, so 2 REGISTER requests are sent to the NEW account.

Done. When different configuration options are changed in the configuration dialog, the Core and the Account are ONLY restarted when it's strictly needed.
